MINISTER of Home Affairs and Internal Security Jack Mwiimbu says the surveillance cameras installed under the Safe City Project in different parts of Lusaka are not yet snooping on citizens because there is no legislation that allows police to monitor the public, using the street gadgets.
Speaking to journalists in Lusaka today, Mwiimbu said cameras that were mounted on the streets are not being used because the government does want to violate the rights of citizens as they monitor.
He said the government will soon draft a bill offering guidelines on how the public should be monitored so as not to infringe on people’s rights.
“We will be presenting the bill in Parliament soon, once the Attorney General is ready to present the bill,’ said Mwiimbu.

It has been six months since surveillance systems and the National Command Centre, a part of the US$210 million public security system, dubbed the Safe City Project, was commissioned in August last year and the surveillance system has been used.
With a number of criminal activities happening in the country, the safe city project will assist the police service in their operations during investigations and crime preventions as well as monitoring.
