The Zambian Government has reaffirmed it’s commitment to advance the rights of persons with disabilities.
Minister of Community Development and Social Services, Ms. Doreen Mwamba, notes that this will be achieved through the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in line with the key principles of the convention.
She was speaking when she presented her general debate statement, during the 16th session of the Conference of State Parties to the Convention of the Rights of Persons With Disabilities, in New York, under the theme “Harmonizing National Policies and Strategies With The Convention on The Rights of Persons with Disabilities”.
Ms Mwamba said Zambia further acknowledges that the full and effective participation of persons with disabilities is critical for progressive implementation and delivery of policies, laws and administrative measures.
She said these policies guide Government’s decisions towards an economically, sustainable and inclusive development agenda.
She said efforts have been put into ending all forms of discrimination against person with disabilities across all sectors.
“Chairperson,you may wish to note that the robust drive by the Government of the Republic of Zambia seeks to enable communities, systems, and structures to combat discrimination, including harmful stereotypes, recognize diversity, promote effective participation, and overcome barriers while focusing on the well-being of all persons with disabilities”, she said.
She said the strategy also focuses on decentralization and devolution, while at community level, emphasis is put on the use of individual case management, as a precondition to ensure that persons with disabilities live independently.
