It’s a control measure – Kawana, on CDF

Information and Media Permanent Secretary Thabo Kawana says nothing has changed on Constituency Development Fund (CDF).
Kawana says CDF has not been taken away, but it has been mopped from private banks to the Bank of Zambia (BOZ) coffers.
He disclosed that constituencies are still accessing the funds upon demand!
Kawana says many councils kept the money in bank accounts releasing slowly on demand and especially that the fund is not recalled at the end of the year, many banks were sitting on millions for CDF and lending out the same funds to private borrowers, including government which was subjected to borrow its own money from the said banks.
“Now the money is kept at BOZ and constituencies continue to access the same upon demand. It’s a control measure. Nothing has changed or affected on CDF implementation program,” Kawana stated.
The PS was responding to assertions by some political players claiming that government had no money to support the heft increased CDF allocation, hence involving BOZ in the issue.
