Chiengi Independent Member of Parliament Given Katuta has proposed that Cabinet ministers should be appointed from outside Parliament.
Katuta, a 2026 independent presidential candidate, made the proposal earlier today on Radio Christian Voice during The Ballot Talk programme.
Notably one of the few outspoken women in Parliament, Katuta said her administration would appoint Cabinet ministers from outside the legislature.
She explained that the move is intended to actualise the principle of separation of powers by creating a clearer distinction between the executive and the legislature.
According to a Facebook post on her page, Katuta stated that her proposal would require constitutional reform, adding that she intends to repeal Article 116(1) of the Constitution of Zambia, which currently restricts the President to appointing ministers only from among Members of Parliament.
“You cannot have one person belonging to two arms of government, as that creates a conflict. A person cannot be a member of the legislature in the morning and then, in the afternoon, attend Cabinet meetings as part of the executive,” she said.
“In the same way, a judge cannot serve both as a judge and as a Member of Parliament or minister. Even those who are legislators should not be part of the executive,” Katuta added.
She said candidates would be required to apply and undergo interviews, which would be broadcast live on national television and radio to enhance transparency and public confidence in the judiciary.
The parliamentarian noted that the proposals form part of her broader vision to strengthen democratic governance and ensure greater accountability in public institutions.
