Livingstone cop jailed 45-years for sex in cells with girl, 16

A 34-YEAR-OLD Police officer who pinned a 16-year-old female suspect against Dambwa North Police cell floor and got sexual pleasure, has been sentenced to 45-years with hard labour by the Livingstone High Court.

In 2023, Francis Buse Mtonga, then as a serving Police officer on duty at Dambwa North Police Station, received a female suspect aged 16-years-old.

Mtonga’s duty started around 17:30 hours and ended the following morning around 07:00 hours.

While on duty, officer Mtonga received the 16-year-old suspect from the brother who sought Police intervention in helping correct the young girl over a minor wrong.

Without hesitation, Mtonga who was alone on duty on the material day, locked up the female suspect. On that day, there were no male suspects.

Before night, the guardian that had the girl locked up had a change of mind and begged Mtonga to release his 16-year-old sister, but the officer refused and insisted that the suspect spends the night in Police cells, where she too, was alone.

During the night, Mtonga crept into the female suspect’s cell, stripped his uniform, then the victim’s clothes and had sex with her, without her consent. When he was done, he left the cell.

The following morning, Mtonga released the 16-year-old with a warning of never telling anyone about his night of pleasure with her.

However, when the girl arrived home, she told detail by detail, how the officer on duty penetrated her without her consent.

On learning this, the victim’s guardians rushed the girl to the hospital where it was ascertained that indeed, some male flesh had penetrated the essential lady part.

And according to National Prosecutions Authority – NPA, the medical report form was issued at the “crime scene”, Dambwa North Police Station, and the suspect was arrested by his colleagues.

Having been convicted by the Livingstone Magistrate earlier, Mtonga was on May 7 sentenced to 45-years with hard labour.
