Prominent constitutional lawyer and Patriotic Front (PF) Presidential Contender Makebi Zulu has rebuked the passage of Bill No. 7.
Mr. Zulu described it as a direct assault on Zambia’s constitutional order and a dangerous precedent for democratic governance.
In a statement, Mr. Zulu accused Parliament of acting in “open defiance” of the Constitutional Court’s rulings.
He warned that such actions undermine the rule of law and send a “chilling message that legal limits on power are optional, not binding.”
“Those who swore an oath to defend the Constitution have instead chosen political convenience over principle, power over prudence, and partisan instructions over their duty to the Republic,” Mr. Zulu said.
He further criticised the Speaker of the National Assembly for what he termed a “disgraceful display” of celebration following the bill’s passage.
Mr. Zulu called it “lawlessness, immaturity, and a first in the Commonwealth” that revealed the partisan leanings of a presiding officer.
He said the Constitutional Court had previously issued guidance believed to be at odds with the bill’s contents.
Mr. Zulu urged Zambians to organise, speak out, and prepare to hold their leaders accountable in the upcoming 2026 general elections in defence of democracy.
“The struggle for democracy and respect for the rule of law begins in earnest today,” he said.
“Stand up, be counted, and ensure that this abuse of constitutional order is met with a firm, peaceful, and democratic response.”
