Munali aspiring member of parliament Chrispin Chiinda says re – doing of project works done under public resources such as the Constituency Development Fund (CDF) amounts to wastage of funds.
Chiinda says to avoid wastage of resources on CDF funded projects, there is need to carry-out proper assessments before undertaking such works.
Chiinda was responding to current Munali MP Mike Mposha who stated that some projects in the constituency such as roads are being repaired as they had been damaged by the rains.
He argues that office bearers need to ensure that a proper job is done when using public funds so that people get value for their money.
Chiinda said during a program on Live Radio that it was a “waste of public funds” to go back and start redoing works which should have been perfected from the word go.
He added that such resources should be channeled to other developmental concerns constituencies.
His comments are also inline with the Zambia Institute of Architects (ZIA) who recently expressed concern with the quality of projects being done under CDF across the country.
The institute demanded for an improvement from local authorities mandated to manage projects, arguing that they lacked capacity to handle increased CDF.
But local government permanent secretary Mambo Hamaundu indicated that the ministry where councils fall had the capacity, but was quickly to mention that government was open to suggestions from stakeholders.
Hamaundu challenged ZIA to point which projects were of below quality than generalizing matters.
