The Anti-Corruption Commission has arrested and charged a Human Resource and Administration Officer at the University Teaching Hospital (UTH) for corrupt practices.
Muyunda Nyambe, 38, a Human Resource Management Officer under the Zambia National Blood Transfusion Service (ZNBTS) has been charged with six (6) counts of corrupt practices. The Charges include Abuse of Authority of Office, Forgery, Making a Document Without Authority and Uttering a False Document.
It is alleged in count one that Muyunda Nyambe, being a public officer, namely a Human Resource Management Officer at UTH under the ZNBTS, did use his office and information that he obtained in the performance of his functions as a Human Resource Management Officer to obtain an advantage or benefit for Lungowe Nyambe, his biological sister, in the manner she was irregularly employed as a Data Entry Clerk at UTH under ZNBTS.
It is alleged in count two and three that Muyunda Nyambe, with intent to deceive, did make false documents namely, a letter with reference “Staff Unpaid Leave and Appointment: Mr. Reuben Mumbo and Ms. Lungowe Nyambe,” and “Staff Appointment and Confirmation: Lungowe Nyambe” dated 18th November, 2020 and 14th June, 2021 respectively, purporting that the said documents were authored and signed by Gabriel Muyinda when in fact not.
In count four and five, it is alleged that Muyunda Nyambe, knowingly and fraudulently, did utter the said false documents, namely, a letter with reference “Staff Unpaid Leave and Appointment: Mr. Reuben Mumbo and Ms. Lungowe Nyambe,” and “Staff Appointment and Confirmation: Lungowe Nyambe” dated 18th November, 2020 and 14th June, 2021 respectively, purporting that the said documents were authored and signed by Gabriel Muyinda when in fact not.
And in count six, it is alleged that Muyunda Nyambe, being a public officer, namely a Human Resource Management Officer at UTH under the ZNBTS, with intent to deceive, did execute a letter namely, a letter with reference “Offer of Appointment to the Civil Service: Yourself” dated 28th May, 2021 without lawful authority or excuse, matters or transactions that concerns ZNBTS – UTH Blood Bank, a public body.
Mr. Muyunda Nyambe has been released on bond and will appear in Court soon.
