ACC nab MCDSS officer, ZANIS editor for concealing over K5.6m properties

THE Anti-Corruption Commission (ACC) has arrested and jointly charged a Ministry of Community Development and Social Services (MCDSS) executive officer and a Zambia News and Information Service (ZANIS) senior news editor for allegedly possessing and concealing properties worth more than K5.6 million suspected to be proceeds of crime.

The two suspects are Veronica Chisanga Kabwe, 52, and Chimangeni Banda, 52, both of Plot 13329, Chalala, Lusaka.

Kabwe, an executive officer in the Ministry of Community Development and Social Services, and Banda, a senior news editor at ZANIS under the Ministry of Information and Media, have been jointly charged with two counts of possession and concealment of properties reasonably suspected to be proceeds of crime.

This is contrary to Section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.

According to the ACC spokesperson Joseph Mwenya, the two allegedly possessed and concealed two properties between January 1, 2020 and December 31, 2025, in Lusaka District, while acting together with other persons unknown.
The properties are a semi-detached three-bedroom house, identified as L/38829, and a four-bedroom house, identified as L/13329, with a combined estimated value of K3.27 million.

The Commision further charged Kabwe with nine counts of possession and concealment of properties reasonably suspected to be proceeds of crime.

Mwenya stated that Kabwe possessed and concealed three motor vehicles; a Toyota Hilux, Toyota Dyna light truck and Toyota RAV4 worth an estimated combined value of K1 million.

He added that Kabwe also possessed and concealed funds and Government bonds amounting to K1,346,578 held in various bank accounts.

“The suspects have since been released on bond and are expected to appear in court soon,” Mwenya said.

The ACC pledged to continue investigating individuals suspected of engaging in corruption and concealing properties reasonably suspected to be proceeds of crime.

The Commission has also urged members of the public to remain vigilant and report suspected cases of corruption to the ACC.
