Zambia is hosting Ethiopia and Uganda, to discuss the promotion of universal social protection systems, based on sustainable financing.

Ministry of Community Development and Social Services, Permanent Secretary, Ms. Angela Kawandami who officially opened the workshop in Lusaka today, said that coordination among countries, is a key aspect of effective and efficient social protection implementation.

She said the discussions among the three countries, on social protection and public finance management, is important in the provision and enhancement of human development, through poverty reduction.

Ms. Kawandami said Zambia has therefore been making frantic efforts to bridge the gaps and ensure there is adequate and timely support to targeted communities in order to reduce vulnerability.

She disclosed that Zambia’s Social Cash Transfer caseload currently stands at 1,097,657 while 1.3 million households are targeted by the end of this year.

“Therefore, to supplement government efforts, cooperating partners through the United Nations Joint Programme on Social Protection, Multi-Donor Trust Fund, USAID, JICA, UKAID and many other partners whom i may not be able to itemize today, have been instrumental to the implementation of our programmes” Ms. Kawandani said.

She further said with support from the World Bank, the Ministry is in the process of developing the shock response scalability framework,which will enable for the provision of a well-coordinated and timely shock response to shock-affected households.

And International Labour Organisation (ILO), Social Protection Unit Project Manager, Mr Jean-Louis Lambeau, acknowledged that Zambia has made tremendous progress in the social protection sector.

He therefore said knowledge exchange among countries is key in building synergies that promote effective social protection among African countries.
