ZAMBIA PARTICIPATES IN THE BERLIN SHOCK RESPONSIVE SOCIAL PROTECTION FORUM

Zambia has successfully participated in a global Shock Responsive Social Protection forum held in Berlin, Germany, to highlight measures the country has put in place to address issues surrounding Social Protection and Climate Change resilience.

The global forum which brought together policy makers, social protection experts and other stakeholders, convened to examine the scope and potential of Shock Responsive Social Protection, to foster resilience and promote adaptation, in the wake of extreme weather events such as droughts floods and severe storms that are compounding already intractable challenges.

Ministry Of Community Development and Social Services, Permanent Secretary, Ms. Angela Chomba Kawandami, accompanied by Social Cash Transfer National Coordinator, Mr. Stephen Chiwele, represented Zambia at the recently held Shock Responsive Social Protection panel discussion, Germany, under the theme “From Reaction to readiness: On the Need for More Sustainable Financing Of Adaptive Social Protection”.

The other panel discussion that the PS participated in was premised on the need for Shock Responsive domestic financing.

During the discussion, Ms Kawandami, acknowledged that despite Zambia suffering two major shocks , namely, the 2019 drought, and the COVID-19, various interventions have been put into place, among them, investing in,drought-response Emergency Cash Transfers in 25 districts to over 78,000 affected households.

She said this was made possible from the $5.3 Million weather risk insurance scheme pay out under the Africa Risk Capacity (ARC) facility, which Zambia is signed to.

Apart from donor funding, Ms. Kawandami, said Zambia is in the process of developing a shock responsive disaster risk financing act, aimed at putting in place a legal framework to access funds from the treasury inform of a contingency fund.

She said Zambia in learning lessons, has also diversified financing sources in order to cushion already poor and vulnerable households affected by covariate shocks.
