President Hichilema Terminates Charity Munganga’s Contract as Deputy Police IG

President Hakainde Hichilema has terminated, with immediate effect, the appointment of Charity Munganga as Deputy Inspector General of Police in charge of Administration at the Zambia Police Service.

The development was announced by State House on Sunday, October 4, 2026, through a press release issued by Clayson Hamasaka, Chief Communications Specialist at the Office of the President, State House Press and Public Relations Office.

According to the statement, President Hichilema made the decision pursuant to Article 270 of the Constitution of the Republic of Zambia.

“President Hakainde Hichilema has terminated, with immediate effect, the appointment of Ms. Charity Munganga as Deputy Inspector General of Police in Charge of Administration at the Zambia Police Service,” the statement said.

State House did not give reasons for the termination in the press release.

The statement instead said President Hichilema had expressed gratitude to Munganga for her service to the Government of the Republic of Zambia and wished her well in her future endeavours.

Munganga was appointed Deputy Inspector General of Police in charge of Administration in November 2025, after previously serving as Central Province Commissioner of Police. She was appointed alongside Fred Hamaamba, who was named Deputy Inspector General of Police in charge of Operations.

Her appointment placed her among the senior command of the Zambia Police Service, with responsibility for the administration side of the police institution.

Munganga remained active in her role right up to the announcement of her termination. On October 3, 2026, she visited Northern Province as part of a nationwide tour aimed at strengthening operational efficiency and reinforcing discipline within the police service. During the visit, she emphasised professionalism, integrity, accountability and respect for human rights.

In her remarks during that visit, Munganga said leadership within the police service was a responsibility that had to be exercised in the public interest, while urging officers to uphold the trust placed in them by citizens.

Her tenure had also involved engagements on policing and human rights issues. In January 2026, she met the Human Rights Commission of Zambia, which raised concerns over alleged police misconduct, torture, ill-treatment of suspects and prolonged detention. Munganga, on behalf of the Zambia Police Service, reaffirmed the institution’s commitment to upholding the Constitution, respecting human rights and ensuring accountability.

In July, Munganga also represented Zambia at the Fifth United Nations Chiefs of Police Summit in New York, where she called for greater participation of women in United Nations peacekeeping operations, including leadership positions.

The termination therefore comes after less than a year in the position, having followed her appointment in November 2025.

The latest announcement has also attracted attention because it comes just a day after Munganga was publicly carrying out official duties in Northern Province. However, State House has not disclosed any reason for the decision, and no explanation should be inferred from the timing of the announcement.

There has also been speculation on social media about possible further changes within the Zambia Police Service. However, reports suggesting the removal of other senior police officials have not been confirmed by the official State House statement.

The State House statement specifically concerns Munganga’s appointment as Deputy Inspector General of Police in charge of Administration and says the termination takes immediate effect.

It does not state who will replace her or whether President Hichilema will announce a new Deputy Inspector General of Police in charge of Administration.

For now, the official position is that Charity Munganga is no longer Deputy Inspector General of Police in charge of Administration, following President Hichilema’s decision to terminate her contract with immediate effect.
