Lusaka City Council Launches Digital Payment System, Ends Cash Payments for Council Services

The Lusaka City Council has officially unveiled a new digital payment system aimed at improving service delivery, transparency, and convenience for residents and businesses in the capital city.

The move marks a major milestone in Zambia’s digital transformation agenda as the council transitions away from manual cash payments.

LCC Introduces Online Payments for Council Services

Speaking during the launch at Civic Centre in Lusaka, Permanent Secretary for Administration in the Ministry of Local Government and Rural Development, Dr. Gabriel Pollen, described the initiative as a significant step towards modernising local government operations.

According to Dr. Pollen, the digital platform will now allow residents and businesses to pay for various council services online, including:

Property rates
Business levies
Fire certificates
Health permits
Market levies
Bus station fees

The system is expected to eliminate long queues and reduce dependence on manual processes.

Government Praises Lusaka City Council Digital Transformation

Dr. Pollen said the digital payment system aligns with government’s broader e-Council agenda, which seeks to integrate all local authorities onto the Government Service Bus by July 1, 2026.

“This initiative is not only a triumph for Lusaka but also demonstrates how local authorities can modernise service delivery, strengthen accountability and enhance convenience for the public,” he said.

He further urged councils across Zambia to adopt similar systems, noting that digitisation improves efficiency, revenue collection, and transparency.

Benefits of the New LCC Digital Payment System

The Lusaka City Council digital platform is expected to offer several advantages to residents and businesses, including:

Reduced transport costs
Less congestion at council offices

Increased convenience for taxpayers

Residents have also been encouraged to self-register online or seek assistance through the LCC help desk.

Lusaka Town Clerk Speaks on New E-Council System

Lusaka Town Clerk Eng. Liftery Ndaba said the council remains committed to delivering citizen-centred services that improve the daily lives of Lusaka residents.

He thanked the Ministry of Local Government and Rural Development, the Ministry of Finance and National Planning, the Smart Zambia Institute, and technical partners for supporting the project.

According to Eng. Ndaba, the new system will:

Reduce long queues
Strengthen revenue collection
Improve public trust
Enhance access to services
Empower women and youth through easier service delivery
Lusaka Becomes First Council to Demonstrate E-Council Model

The launch positions Lusaka City Council as the first local authority in Zambia to practically demonstrate the government’s e-Council model ahead of the planned nationwide rollout.

The development reflects Zambia’s growing push toward digital governance and improved public service delivery.
