The Lusaka City Council (LCC) has warned commuters and public transport operators that anyone found boarding or disembarking from a bus at a non-designated bus stop risks arrest, while the bus involved will be impounded.
The warning was shared on the council’s Facebook page, with the Commandant stressing that enforcement measures will target both passengers and buses found operating outside designated bus stations.
The directive comes as Lusaka intensifies efforts to restore order and reduce congestion in the Central Business District (CBD) under Operation Clear Path, which includes action against unauthorised bus operations and street vending.
The council’s position means commuters are being urged to use recognised bus stations and designated stopping points instead of boarding or getting off buses along unauthorised sections of the road.
Bus operators have also been directed to ensure that they pick up and drop off passengers only at approved locations, as authorities seek to improve traffic flow and bring order to public transport operations.

The enforcement campaign has already seen buses impounded for loading passengers at undesignated locations. Reports published earlier this month indicated that 41 buses were impounded during a joint operation involving the Zambia Police Service and Lusaka City Council.
The council’s warning serves as a reminder to both drivers and passengers that using unauthorised stopping points could carry serious consequences under the ongoing enforcement measures.
Commuters are therefore encouraged to plan their journeys around designated bus stations and avoid asking drivers to stop at prohibited locations.
As Lusaka City Council continues its efforts to decongest the city centre, the effectiveness of the measures will depend not only on enforcement but also on cooperation from bus operators and members of the public.
The latest warning signals that authorities intend to tighten compliance with designated bus-stopping rules as they work towards a more orderly transport system in Lusaka.
