Inspector General of Police Graphael Musamba has assured the nation that the Zambia Police Service is fully prepared to maintain law and order as campaigns in Mandevu Constituency gain momentum ahead of the Parliamentary By-Election slated for 5th November, 2026.

Musamba has told the nation in a statement released to Zed Gossip news that the Police have put in place a comprehensive electoral security plan aimed at ensuring a peaceful and secure electoral environment.

The Police chief explained that Mandevu Constituency has been divided into three security zones, each under a dedicated commander and supported by an adequate number of police officers to enhance visibility, conduct patrols and ensure quick response to incidents, with additional officers mobilised from within Lusaka Province.

Musamba added that adequate measures have also been put in place to manage campaigns and movements on polling day to avoid disruptions and prevent clashes, while all reported cases of electoral violence and other offences, including the incident that occurred in Mandevu on 22nd October, 2026 in which suspected members of a political party were allegedly assaulted, will be investigated expeditiously.

The Police Chief has since urged all political parties and their supporters to conduct their campaigns peacefully and in strict compliance with the law and the campaign timetable agreed upon with the Electoral Commission of Zambia, warning them to refrain from inflammatory language, hate speech, tribal remarks, personal attacks, carrying offensive weapons, ferrying cadres for intimidation and any conduct likely to provoke violence.

“Let me be clear: The Zambia Police Service will not tolerate political violence, unlawful assemblies or any conduct that threatens public peace and security. Anyone who breaks the law will be dealt with firmly and impartially, regardless of their political affiliation or status,” Musamba stated.

He called upon all political parties to resolve their differences through lawful means and ensure that their campaigns do not endanger the lives, property or freedom of other citizens.

Musamba further appealed to civil society organisations, the Church, the media and all other stakeholders to work with the Police and the Electoral Commission of Zambia in promoting peace, transparency and compliance with electoral laws, while urging the people of Mandevu to turn out in large numbers on polling day and exercise their democratic right peacefully.

“Do not allow yourselves to be used as instruments of violence. Instead, report any suspicious activities or breaches of the law to the Police,” he said.

Musamba has since assured the nation that the Zambia Police Service will discharge its mandate professionally, impartially and without fear or favour, stressing that the Service is ready to ensure that the Mandevu Parliamentary By-Election is conducted in a peaceful, secure and orderly environment.
