PRESIDENT Hakainde Hichilema today toured Lusaka Central Correctional Centre where he interacted with inmates and painted Cell 16 where he once lived.
President Hichilema received a thunderous welcome from inamtes.
The President toured Cell 13 and 16 and took part in painting the cell.
He posed for pictures with inmates.
And President Hichilema has said that circumstantial children should not grow up in Correctional Centres.

Circumstantial children is a term that describes the female prisoners’ children who come with their mothers into prison.
They are not in conflict with the law but their mothers’ circumstances place them in prison.
President Hichilema said circumstancial children should grow up in restricted homes with their mothers.
The President was speaking when he addressed inmates at the centre.
“These children ( circumstantial children) will hate us and society when they grow up. Let us find homes where they can be with their mothers,” he said.
The Commander in Chief of -the Armed Forces said Government will look into the matter urgently.
“Let us set up restricted homes in different environments. We will study this. Zambia Correctional Service Commissioner General Frederick Chilukutu let us work together,” he said.
Mr Hichilema also urged inmates not to lose hope.
“One day you will come out of prison and become somebody like a detainee who became President in the name of Hakainde Hichilema,” he said.
April 2017, President Hichilema was arrested on allegations of treason.
He spent 127 days in prison before the case was dismissed.
President Hichilema urged inamtes to serve their sentences without escaping from lawful custody.
The President said Government is implementing various policies which are aimed at decongesting Correctional Facilities.
He urged them to behave well while in prison.
“Good behaviour will lead you to leave Prison. Do not fight among yourselves. Continue to be disciplined.
Study while you are in prison. We are going to facilitate scholarships for you so that you can study,” he said.
The President wants evey inmate to have a bed and a mattress.
The President assured inmates that a committee will be set up to look at problems affecting them.
He also urged inmates to stay away from trouble.
“When we improve ventilation do not escape from prison. Serve your sentence,” he said.
He said Government will rehabilitate the facility.
Mr Hichilema said crime does not pay.
He also said that some of the people who are in prison are innocent.
The President also urged Justice Minister Mulambo Haimbe to quickly reform the criminal justice system.
The President is happy that the death sentence has been abolished in Zambia.
On December 23, 2022, President Hichilema signed into law Penal Code (Amendment) Bill number 25, which banned the death penalty.
“Most of the inmates are innocent, the way I was innocent myself. I was on death sentence. I was on death row. I did not hesitate to remove the death sentence,” he said
