Police Summon Brian Mundubile, Makebi Zulu Over Alleged Terrorism and National Security Links

The Zambia Police Service has summoned former presidential candidate Brian Mundubile and Resolute Party president Makebi Zulu as investigations intensify into alleged activities linked to terrorism, terrorist financing and threats to national security.

Inspector General of Police Graphel Musamba said investigations involving the two opposition figures have been ongoing for several years and now include allegations concerning activities that could threaten or undermine national security.

According to Musamba, official call-outs have been served through the lawyers representing Mundubile and Zulu, with police expecting the two to comply with the summons on the specified dates.

The development comes just days after Zambia’s August 13, 2026 General Election, in which Mundubile was one of President Hakainde Hichilema’s main challengers.

Musamba also disclosed that police are aware of the whereabouts of the two opposition figures after they reportedly sought refuge under international law with a known international organisation.

The Police chief stressed that Mundubile and Zulu are entitled to due process and the protection of their fundamental human rights as the investigations proceed.

The investigations represent a significant escalation, with authorities confirming that alleged offences under consideration include terrorism and terrorist financing.

Musamba said other individuals could also be summoned as investigations continue.

“Other individuals may be summoned as persons of interest,” the Inspector General said, while urging members of the public to cooperate with lawful investigations and report suspicious activities to the relevant authorities.

The police chief further warned that proportionate measures would be taken against anyone who attempts to resist lawful police requests through threats, violence or attacks against law enforcement officers.

Mundubile was the presidential candidate for the National Reconciliation Party for Unity and Prosperity (NRPUP) in the 2026 election and subsequently rejected the announced presidential results, saying his party would pursue its concerns through legal and constitutional channels.

Makebi Zulu, meanwhile, served as Mundubile’s running mate under the Tonse-Pamodzi Alliance and is also president of the Resolute Party.

The latest summons have therefore placed two prominent opposition figures at the centre of a developing national security investigation.

However, the allegations disclosed by police remain allegations at this stage, and neither Mundubile nor Zulu has been convicted of any offence in relation to the matters under investigation.

The Zambia Police Service is expected to provide further information as the investigations progress and as the summoned individuals respond to the call-outs.
